In this case, I get what he's trying to say. He's wrong, of course; It's got to do with what the people will and will not swallow, not to do with the personalities of the lawmakers.
But I don't begrudge him this statement, essentially he wants the dems to emulate what he sees as a more hardlined stance that the repubs are taking. He's still a turd, though.
